Plan Targets Modern Fishing Ports, Storm Shelters
The Prime Minister has approved a comprehensive plan to establish a modern, uninterrupted inter-regional system of fishing ports and storm shelters by 2030.
Key Objectives and Infrastructure Goals
On July 3, the PM issued Decision No. 582/QD-TTg, which outlines the plan for the national system of fishing ports and storm shelters for fishing vessels from 2021 to 2030, with a vision extending to 2050. The primary goals are to modernize the fisheries sector’s infrastructure, meet logistics needs, ensure food safety and hygiene, reduce post-harvest losses, ensure the safety of vessels and fishermen, enhance fisheries management efficiency, promote international integration, adapt to climate change, protect the environment and marine ecosystem, and contribute to national defense and security.
Specific Targets for 2030
By 2030, Vietnam aims to have 173 fishing ports, including 39 level-1 ports capable of handling about 2.98 million tonnes annually, and 160 storm shelters that can accommodate approximately 90,600 fishing vessels. Additionally, major trade hubs will be established to drive the growth of fisheries industrial parks, coastal economic zones, and large fisheries centers associated with key fishing grounds. This is expected to create investment opportunities and growth momentum for the fisheries sector.
Digital Management and Long-Term Vision
The plan emphasizes the use of digital management methods at all level-1 fishing ports, as specified in the Government’s Decree No. 76/2021/ND-CP dated July 28, 2021. By 2050, Vietnam aims to have a harmonious, comprehensive, and modern network of fishing ports that meet green standards and are on par with regional and global counterparts. Level-1 fishing ports at major fisheries centers, serving as international gateways, will become crucial links in the global aquatic product value chain, enhancing competitiveness.
Upgrades and Regional Development
The plan includes upgrading fishing ports and storm shelters on islands, particularly Truong Sa (Spratly) and Hoang Sa (Paracel). Between 2021 and 2030, five large, integrated fisheries centers will be developed in connection with the system of fishing ports and storm shelters. These centers will be located in the northern city of Hai Phong, the central city of Da Nang, the south-central province of Khanh Hoa, the southern province of Ba Ria-Vung Tau, and the Mekong Delta province of Kien Giang.
