Hanoi focused on enhancing quality of life for residents

With a population of approximately 10 million people, Hanoi, as one of the most densely populated cities in the country, grapples with various social issues including security, social ills, and employment disparities between urban and rural areas.

In response to these challenges, the city has established a Steering Committee for Programme No.8, aimed at enhancing the social security system and improving the quality of life for residents from 2021 to 2025.

Under the guidance of the municipal Party Committee, the entire administrative apparatus at all levels has been directed to implement effective measures to achieve the objectives of the programme.

Nguyen Ngoc Tuan, Deputy Secretary of the municipal Party Committee and Chairman of the People’s Council, who heads the Steering Committee, emphasized the importance of communication efforts to raise awareness about the goals and solutions outlined in the programme. Special attention will be given to addressing challenging targets, particularly those related to social and health insurance coverage for retired citizens.

The committee has devised an action plan to accomplish 27 specific targets outlined in Programme No. 8. These include maintaining the unemployment rate below 3%, generating employment opportunities for 165,000 individuals annually by 2025, increasing participation in social insurance to 47.5%, and achieving a health insurance coverage rate of 95% for the city’s population. Additionally, the committee aims to minimize the number of poor households according to new standards to 0.01%.

Tuan reiterated the committee’s commitment to ensuring that all individuals under social protection receive their entitled benefits and possess health insurance cards. The plan also includes provisions to enhance healthcare infrastructure, aiming for 35 hospital beds per 10,000 people, and ensuring proper management of health conditions for over 98% of the population. Moreover, efforts will be made to increase the percentage of retired individuals enjoying monthly pensions and social insurance to 51-53%.
