Deputy PM Urges Enhancement of Vessel Monitoring System

Deputy Prime Minister Tran Luu Quang has emphasized the critical need to enhance, manage, and operate the vessel monitoring system (VMS) efficiently. This call to action follows a notice recently issued by the Government’s Office.

Quang identified the improvement of the VMS as a key priority for the remainder of the year to lift the European Commission’s (EC) “yellow card” warning against Vietnamese seafood. According to an August 10 document summarizing his conclusions from a recent meeting, efforts are being made to resolve challenges within the system.

He tasked the Ministry of Agriculture and Rural Development (MARD) with collaborating with the Ministry of Information and Communications (MIC), the Ministry of National Defence, and other relevant bodies to overcome technical obstacles and strengthen the system by August 20.

The Minister of Agriculture and Rural Development will form an inter-sectoral working group with representatives from various ministries and agencies. This group will be responsible for providing advice, addressing technical issues, and guiding the implementation of VMS-related regulations at different levels.

The MIC will also participate in inspecting the provision of satellite equipment and services, ensuring that the VMS remains connected in preparation for the upcoming inspection by the EC delegation.

Quang stressed that organizations and individuals violating regulations must be dealt with strictly in accordance with the law, directing the Ministry of Public Security to enforce this.

The Ministry of Foreign Affairs has been instructed to supply MARD with relevant information to ensure that fishing vessels operate legally within waters governed by Vietnamese and international laws, with a deadline of August 15.

The Ministry of National Defence will guide competent forces to intensify inspections and supervision of the VMS.

Lastly, People’s Committees of cities and provinces are urged to review and upgrade IT equipment at seafood management agencies and fishing ports to support the system’s operation by August 31.
