The 14th Party Central Committee reached absolute consensus in electing General Secretary of the 13th Party Central Committee To Lam as General Secretary of the 14th Party Central Committee.

General Secretary of the 13th Party Central Committee To Lam was re-elected as the Party chief for the 2026 – 2031 term at the first meeting of the 14th Party Central Committee on January 23 morning.

The 14th Party Central Committee (PCC) held its first meeting at the PCC headquarters to decide on particularly important issues, marking the beginning of the new term, according to a communique released after the meeting.

General Secretary of the 13th Party Central Committee To Lam, convener of the meeting, delivered the opening speech and, on behalf of the meeting’s presidium, chaired the event. Based on the strict implementation of the Party Statutes, working regulations, election regulations, and related contents, and with a high degree of unity and responsibility, and good implementation of the principle of democratic centralism, the first meeting of the 14th Party Central Committee completed the following particularly important tasks:

(1) Election of the Politburo.

(2) Election of the General Secretary.

(3) Election of the Party Central Committee’s Secretariat.

(4) Listening to reports on the proposed key leadership positions of the Party and State and giving opinions on personnel to assume the position of Permanent Member of the Party Central Committee’s Secretariat.

(5) Election of the Party Central Committee’s Inspection Commission.

(6) Election of the Chairman of the Party Central Committee’s Inspection Commission.

The 14th National Party Congress also sets a target of strong economic growth, with average GDP growth of about 10% during the 2026–2030 period. This is not merely a growth figure but is closely linked to improving quality of life, employment, and income for the people.

The 14th National Congress of the Communist Party of Vietnam (CPV) officially opens in Hanoi on January 20 morning. This is not only a momentous political event for the country but also a pivotal Congress, ushering in a new era of development.

In this era, the aspiration for the nation to “stand shoulder to shoulder with the great powers of the five continents” is carried forward through strategic vision, concrete actions, and a consistent overarching goal: the happiness of the people.

As many as 1,586 delegates representing more than 5.6 million Party members nationwide gather together at the National Convention Centre in the capital city, bringing with them the voices of grassroots communities, of everyday life, of localities still facing many hardships, as well as of dynamic economic hubs. Each delegate holds a different position, yet all share a common faith in the path chosen by the Party and in the future of the nation.

With the motto “Solidarity – Democracy – Discipline – Breakthrough – Development,” the 14th National Congress bears a great mission. It reviews the path already gone through, especially nearly 40 years of the country’s Doi moi (Renewal), while charting directions for the next five years and beyond. The goal is to realise the aspiration of becoming a strong and prosperous nation by 2045. The Congress clearly prepares the country for a new development threshold, with greater stature, position, and ambition. Hence, the Congress adopts the theme: “Under the glorious flag of the Party, joining hands and uniting wills to successfully realise the country’s development goals to 2030; ensuring strategic autonomy, fostering self-reliance and confidence, advancing firmly in the era of national rise for peace, independence, democracy, prosperity, civilisation and happiness, and steadfastly progressing towards socialism.”

During his lifetime, President Ho Chi Minh clearly expressed his desire that the country would “stand shoulder to shoulder with the great powers of the five continents.” Over time, that aspiration has become the shared dream of the entire nation. The 14th National Congress is precisely where that aspiration is carried forward through profound practical reviews and strong political determination.

Looking back at the term of the 13th National Congress, it was a period full of challenges. The COVID-19 pandemic, global economic fluctuations, complex geopolitical conflicts, and supply chain disruptions posed unprecedented tests for the country. In that context, the Party’s mettle, the Government’s resolute governance, and the people’s spirit of unity were clearly demonstrated. Vietnam not only overcame difficulties but also laid an important foundation for long-term development.

Macroeconomic stability was maintained; GDP growth in 2025 reached 8.02%; the size of the economy exceeded 500 billion USD; and per capita income surpassed 5,000 USD. Another notable hallmark was the revolution in streamlining the organisational apparatus. The reorganisation of administrative units, the mergers of many localities, and the implementation of a two-tier local administration system not only saved resources but, more importantly, enabled the system to operate more efficiently, be closer to the people, and serve them better.

Public trust has also been strengthened by policy decisions truly “for the people.” The Party and the State decided to exempt tuition fees for students in public schools from preschool to high school starting from the 2025–2026 school year, while supporting tuition fees for private schools and moving toward universal free health care along a roadmap from 2030 to 2035. The goal is to ensure that all citizens can access basic healthcare services and receive annual health checkups, reduce financial burdens, and guarantee social welfare.

Hundreds of major projects across the country were launched and inaugurated over the past year, with total investment capital of nearly 1.65 quadrillion VND (62.8 billion USD). These projects have opened new roads, built hospitals, schools, and social housing, and created new employment opportunities for workers.

Within this flow, the draft Political Report submitted to the 14th National Congress holds special significance. The document clearly reflects the “people-centered” philosophy by placing citizens at the heart of all development goals – from the broad solicitation of public opinions during its drafting to the objective of “the people’s prosperity and happiness” as the ultimate destination of the renewal process.

The 14th National Congress also sets a target of strong economic growth, with average GDP growth of about 10% during the 2026–2030 period. This is not merely a growth figure but is closely linked to improving quality of life, employment, and income for the people. At the same time, the roadmap toward becoming a high-income developed country by 2045 reflects the great aspiration of the entire nation within a long-term strategy.

The people have seen and felt that major policies are taking shape in real life.

The spirit of “for the people” is also the core philosophy, the supreme and consistent goal throughout all of the Party’s guidelines and policies. This objective aims at the people’s well-being and happiness, as well as the country’s sustainable development. On that foundation, the cause of national renewal, construction, and defence can sustain lasting vitality.

In the development process, the Party frankly acknowledges existing problems, including corruption, wastefulness, and negative practices. Identifying these as “internal enemies” that cause enormous damage to national resources and threaten the survival of the Party, the regime, and the country, the Party has intensified the fight against corruption, wastefulness, and negative practices with the spirit of “no forbidden zones, no exceptions.” During the 13th term, 174 officials under the Party Central Committee’s management were disciplined, including former top leaders of the Party and the State. More importantly, this effort aims at genuine control of power. The goal is to ensure that every unit of currency and every project serves the common interest, and that no one is left behind due to mismanagement or “group interests.” This is the Party’s responsibility to the people, a process of self-examination and self-correction so that the Party remains worthy of its leadership role.

President Ho Chi Minh once frankly stated that a Party that conceals its shortcomings is a bad Party. A Party that dares to acknowledge its shortcomings and correct them is a progressive, courageous, steadfast, and genuine Party.

Therefore, the 14th National Congress is not only a place for review but also the starting point of a new development phase. Nearly 14 million opinions contributed to the draft Congress documents demonstrate the consensus between the Party’s will and the people’s hearts. This is the greatest source of strength for the country to overcome all challenges.

As General Secretary To Lam shared, this Congress “truly is a convergence of intellect, mettle, and aspiration – a Congress that speaks the truth, discusses the right issues, and makes the right decisions.”

At the moment of the opening of the 14th National Congress, people can clearly feel a common heartbeat of the nation – the heartbeat of faith, aspiration, and the will to rise. Under the glorious flag of the Party, this pivotal Congress opens a new era of development based on internal strength, intellect, and the firmest foundation: the people as the root, the subject, and the ultimate goal of all renewal and development.

​From early morning, the atmosphere inside and outside the National Convention Centre was special. Sharing this atmosphere, a joyful and enthusiastic spirit towards the 14th National Party Congress has spread strongly throughout the country. Cadres, Party members, the people, soldiers of the armed forces, and the Vietnamese community abroad expressed their faith and expectations for this momentous political event of the nation.

Before the start of the first working session, leaders of the Party, State, the Central Committee of the Vietnam Fatherland Front, and delegates attending the 14th National Party Congress will lay wreaths and pay respects to President Ho Chi Minh at his Mausoleum. They will also lay wreaths and offer incense at the Monument to Heroes and Martyrs, commemorating those who bravely sacrificed their lives for the independence and freedom of the Fatherland.

At the international press conference on the 14th National Party Congress held on January 14, Standing Vice Chairwoman of the Party Central Committee’s Office Nguyen Thi Thu Ha stated that the congress will observe a minute of silence in memory of late Party General Secretary Nguyen Phu Trong and other members of the Party Central Committee who passed away during the term of the 13th congress. This is an expression of the congress’s deep affection and gratitude for the great contributions of these comrades during the past term, as well as to the cause of Party building and national development.

The congress will be honoured to welcome former members of the Politburo, the Secretariat, and the Party Central Committee; Vietnamese Heroic Mothers; representatives of intellectuals, artists, religious dignitaries, and outstanding youngpeople from all over the country.

The theme of the Congress is: “Under the glorious flag of the Party, uniting in strength and determination to successfully achieve national development goals by 2030; strategic self-reliance, self-strengthening and confidence, advancing strongly in the era of the nation’s rise, for peace, independence, democracy, prosperity, affluence, civilisation and happiness, steadfastly moving toward socialism.”

The congress will discuss and approve important documents including: the Draft Political Report of the 13th Party Central Committee; the Draft Report reviewing a number of theoretical and practical issues of the socialist-oriented renewal process over the past 40 years in Vietnam; and the Draft Report reviewing 15 years of implementation of the Party Statutes (2011 – 2025), and proposals and orientations for amendments and supplements to the Party Statutes; and the Report reviewing the leadership and guidance of the 13th Party Central Committee.

To date, preparations for the congress have been completed with a spirit of innovation.

Regarding the preparation of documents, the Communist Party of Vietnam has made an important reform step, integrating three reports: the Political Report, the Socio-Economic Report, and the Party Building Report, into a single, unified, and synchronised Political Report.

Notably, for the first time, the document includes an accompanying action programme, clearly defining each project, its progress, and the responsibilities for implementation, ensuring that the Resolution can be implemented immediately after the congress.

The draft document has been sent for public feedback, attracting nearly 14 million comments, affirming a very high level of consensus between the Party’s will and the people’s aspirations.

The preparation of personnel for the 14th Party Central Committee was carried out by the 13th Party Central Committee and the Personnel Subcommittee in accordance with the Party’s regulations, the principle of democratic centralism, and the provisions of the law; in a synchronised, scientific, systematic, rigorous, democratic, objective, and transparent manner, promoting democracy and intellectual capacity; ensuring a harmonious and reasonable balance between standards and structure; between inheritance, stability and innovation, and development; between professional training and practical skills and abilities; and between prestige, work experience and future development prospects.

Logistical preparations have been made thoroughly. Security and safety measures have been implemented decisively and comprehensively. The information and communication work regarding the 14th National Party Congress has been implemented early, with specific and systematic plans, contributing to strengthening the confidence of cadres, Party members, and the people in the congress, creating high unity within the Party and consensus in society.

According to information released on the opening day of the Press Centre for the 14th National Party Congress, 597 reporters and technicians from 113 domestic media agencies (compared to 498 domestic reporters at the 13th National Party Congress); and 79 reporters and press assistants from 43 foreign news agencies, overseas Vietnamese reporters, and reporters from political parties and ruling parties (compared to 66 international reporters at the 13th congress) registered to cover the event.

President of the Argentina-Vietnam Culture Institute (ICAV) Poldi Sosa has affirmed the irreplaceable leadership role of the Communist Party of Vietnam (CPV) in safeguarding, building and developing the country, while expressing strong admiration for Vietnam’s social policy orientations for the new development period.

In an interview with the Vietnam News Agency in Buenos Aires ahead of the 14th National Congress of the CPV, Poldi Sosa said that throughout history, the CPV has led the Vietnamese people in winning national independence, ending the oppression of imperialism and colonialism, and guiding the country through severe consequences of war toward reconstruction and development.

The Party has not only played a central role in shaping political and economic directions but has also been a key factor in ensuring social stability and strengthening the great national unity, she noted.

The ICAV President particularly underscored Vietnam’s long-standing tradition of solidarity, describing it as a source of strength decisive to every victory. According to her, the spirit of solidarity, patriotism, and close bonds among all strata of the people has enabled Vietnam to overcome numerous historical challenges. Today, this tradition continues to be upheld amid deep international integration and is further extended through solidarity between the Vietnamese people and peace-loving, progressive forces around the world.

Assessing the significance of the 14th congress, Poldi Sosa said that from the perspective of an international observer, the event represents a pivotal milestone for Vietnam’s future development.

She emphasised that the congress plays a particularly important role in defining the country’s position in a new stage of development, with the clearly articulated goals of becoming a developing country with modern industry and upper-middle income by 2030, and a developed, high-income nation by 2045.

Regarding social policy orientations, she expressed keen interest in draft policies on pensions, elderly care and the promotion of gender equality that Vietnam is currently studying and refining.

In a context where the majority of workers are not employed in the public sector, efforts to build a sustainable pension system, expand social insurance coverage and clearly define the responsibilities of relevant stakeholders represent a very positive step, demonstrating the State’s strong commitment to long-term social security for the population, she stated.

In addition, the ICAV President highly valued policies aimed at improving health care for older people in tandem with enhancing quality of life, as well as initiatives to promote gender equality. She highlighted the prominent role of the Vietnam Women’s Union in implementing a wide range of practical projects across the country.

The diplomatic and economic efforts by Vietnam have increased Vietnamese export competitiveness, helped improve infrastructure and logistics, proven Vietnam’s ability to attract global firms, and demonstrated agile diplomacy, said Piper Campbell, inaugural chair of the Department of Foreign Policy and Global Security at American University’s School of International Service.

Piper Campbell, inaugural chair of the Department of Foreign Policy and Global Security at American University’s School of International Service, has expressed her strong impression of Vietnam’s economic growth and rising prestige, while offering a number of recommendations aimed at promoting sustainable growth in the coming period.

In an interview with Vietnam News Agency (VNA) correspondents in Washington ahead of the 14th National Congress of the Communist Party of Vietnam, Campbell said that as a former diplomat and a specialist in Southeast Asian geopolitics, she finds Vietnam’s economic growth and international standing in recent years to be highly impressive and interconnected.

With GDP growth in 2025 reported to be around 8% and solid industrial output, retail sales, trade and foreign investment, the measures of Vietnam’s strong economic growth are clear, including in comparison with its peers, she noted.

“This economic growth is particularly notable when one considers that 2025 globally has been a year marked by significant disruption and unpredictability, including because of actions of the current US administration,” she said.

On the diplomatic front, Campbell observed that Vietnam has continued to pursue its approach of “multilateralisation and diversification of foreign relations”, adding that developments in recent years have shown this to be a clever strategy.

“Looking back to 2020, when Vietnam served admirably as ASEAN Chair during an particularly challenging year, Vietnam has expanded and deepened its high-level engagemenent and partnerships. In doing so, it enhanced its role on the global stage,” she stressed.

Referring to Vietnam–US relations, Campbell noted that the bilateral relationship was elevated to a Comprehensive Strategic Partnership in 2023, signalling expectations for a higher level of cooperation across many fields, including technology, supply chain diversification, climate and energy, and education.

The former ambassador, who has more than 30 years of experience working in the Asia–Pacific region, remarked that while the path since 2023 has not been without challenges, officials of the Trump administration continue to regard Vietnam as one of the US’ most important partners in the region. They have affirmed that a strong, independent and resilient Vietnam is in the US interest and have maintained their interest in advancing a framework for a reciprocal, fair and balanced trade agreement.

According to Campbell, the diplomatic and economic efforts by Vietnam have increased Vietnamese export competitiveness, helped improve infrastructure and logistics, proven Vietnam’s ability to attract global firms, and demonstrated agile diplomacy.

Commenting on priorities set out at the 14th National Party Congress, she said the congress is not only setting goals for the next five years but also developing a long-run roadmap beyond 2030. That is not easy in a volatile and rapidly changing world. Aiming for durable (not fragile or too fast) growth makes tremendous sense.

She added that Vietnam needs to continue focusing on moving up the value chain in terms of productivity and industrial upgrading. Today’s rapid pace of change presents both new opportunities and new pressures to enhance capacities and raise standards, particularly in sophisticated sectors such as electronics, precision manufacturing and digital services.

“I am very interested in the Government’s commitment to becoming a technology-driven economy and its decision to triple spending on science and technology by 2026. Advances in this area will also require improvements in infrastructure, including energy, as well as investment in human capital to train the necessary workforce,” said Campbell, who also leads the ASEAN and Indo-Pacific Studies Initiative at American University.

Emphasising the importance of the private sector, she noted that Vietnam continues to attract strong interest from the US private sector. However, she stressed that sustainable private investment depends on an enabling business environment, including clear and fair regulations and consistent anti-corruption efforts.

The 14th National Party Congress will be a success and future policies will continue to prioritise social welfare, with stronger investment in health care and education, moving gradually towards free medical services and education to ensure equitable access to development gains, said Nguyen Dinh Ngo, 90, from Hue city.

In the central city of Hue, where a bustling atmosphere is felt across all streets ahead of the 14th National Party Congress, a strong sense of unity and optimism is evident throughout the central city, reflecting residents’ deep confidence in and high expectations for the congress, widely regarded as a historic milestone ushering in a new era – the era of the nation’s rise.

Expectations from veteran revolutionaries

Nguyen Dinh Ngo, 90, a former National Assembly deputy for three consecutive terms (7th, 8th and 9th tenures) representing the former Thua Thien–Hue province (now Hue city), expressed pride and optimism ahead of the congress. He said the Party has consistently adhered to the revolutionary path charted by President Ho Chi Minh, with its correctness and superiority proven through historical challenges.

He noted that the Party has always placed the people at the centre, regularly listening to public opinions, practising democracy, and consulting the population on major issues to ensure policies align with people’s interests.

He particularly welcomed the Party’s resolute anti-corruption drive, carried out with determination, without forbidden zones or exceptions, as a clear demonstration of its commitment to organisational integrity.

Ngo also noted that the Party’s leadership has remained proactive in embracing global development trends, especially through the promotion of digital transformation and innovative policies, contributing to Vietnam’s growing international standing.

He voiced his confidence that the 14th National Party Congress will be a success and expressed a hope that future policies will continue to prioritise social welfare, with stronger investment in health care and education, moving gradually towards free medical services and education to ensure equitable access to development gains.

Calls for breakthroughs in education, science, technology, social welfare

Associate Professor Dr. Vo Thanh Tung, President of the University of Sciences under Hue University, said he firmly believed the congress would play a pivotal role in advancing renewal and modernisation, guiding the country into a new development era. As both a Party member and an education administrator, he expressed strong expectations that education would be positioned as a central pillar, driving force and foundation for national development.

Dr. Tung highlighted recent landmark policies, including Politburo Resolution 71 on breakthroughs in education and training, and Resolution 57 on science, technology, innovation and national digital transformation, describing them as timely catalysts that have injected new momentum into education reform and scientific advancement.

Daniel Paul Leaf, Honorary Consul for Vietnam in Hawaii, has described the upcoming 14th National Congress of the Communist Party of Vietnam (CPV) as a pivotal moment for defining the country’s strategic vision, setting socio-economic goals and shaping the long-term roadmap for national development.

In a letter sent to Minister of Foreign Affairs Le Hoai Trung ahead of the landmark event, Leaf expressed his hope that the decisions reached during the congress will continue to propel Vietnam towards its goal of becoming a developed, high-income country by its centennial anniversary.

A long-time contributor to the promotion of bilateral relations, Leaf, a retired US Air Force Lieutenant General and former Deputy Commander of the US Pacific Command, said he has followed with deep admiration the strong and steady development of Vietnam–US relations. Ambassador Do Hung Viet said the 14th National Party Congress will, for the first time, designate diplomacy and international integration as a regular and critical task, on par with national defence and security.

Ambassador Do Hung Viet, Permanent Representative of Vietnam to the United Nations (UN), on January 14 briefed international media in New York on the upcoming 14th National Congress of the Communist Party of Vietnam (CPV).

The briefing was attended by the UN Secretariat’s Media Accreditation and Liaison Unit and representatives from more than 20 major international news outlets, including Reuters, CNBC, Le Monde, Al Jazeera, NHK, Nikkei, Kyodo News, Asahi Shimbun, Xinhua, CCTV, RIA Novosti, TASS and SABC News.

Viet provided an overview of preparations for the Congress, stressing its significance as a milestone marking 40 years of Doi moi (Renewal). The gathering will review the realisation of the resolution adopted at the 13th Congress, and set goals and orientations for the next phase of the country’s development.

He highlighted notable points in the draft congress documents, including the three “strategic breakthroughs” designed to drive Vietnam into a new era: further improving institutional frameworks, cultivating skilled workforce, and accelerating infrastructure development.

The diplomat also highlighted a proposed shift toward a new growth model centred on science – technology, innovation and digital transformation; the recognition of private sector as one of the most important economic drivers; and the identification of environmental protection linked with socio-economic development as a central task.

On diplomacy, Viet said the 14th Congress will, for the first time, designate diplomacy and international integration as a regular and critical task, on par with national defence and security.

Vietnam stays steadfast in the foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralisation and diversification of external relations; equality and mutual benefit; and its role as a friend, a trustworthy partner and an active, responsible member of the global community, he said, adding that Vietnam will pursue its national interests to the fullest extent, in line with fundamental principles of international law and the UN Charter.

On the occasion, the diplomat also shared updates on Vietnam’s socio-economic performance and diplomatic gains in 2025.

Replying to foreign reporters’ questions about Vietnam’s priorities at the UN in 2026, the ambassador reaffirmed the country’s strong support for multilateralism and the UN’s central role in the global governance system, noting that Vietnam will remain actively and proactively engaged in tackling shared global challenges, including by successfully assuming the role of President of the Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) in April–May.

Preparations for the 14th National Party Congress have been largely completed, with logistical arrangements carefully put in place.

The personnel preparation for the 14th Party Central Committee has been carried out in the principle of democratic centralism and a coordinated, scientific and transparent manner, ensuring a balance between standards and structure, Politburo member and Permanent member of the Party Central Committee’s Secretariat Tran Cam Tu said on January 14.

Tu, who is also head of the organising sub-committee of the 14th National Party Congress, made the affirmation at an international press conference on the congress, scheduled for January 19–25, with the participation of 1,586 delegates representing more than 5.6 million Party members nationwide.

According to the official, the congress will discuss and adopt key documents, including the political report of the 13th Party Central Committee; a report reviewing theoretical and practical issues of Vietnam’s socialist-oriented renewal process over the past 40 years; another summarising 15 years of implementation of the Party statutes from 2011 to 2025 and proposing directions for its amendment and supplementation; along with a report reviewing the leadership and direction of the 13th Party Central Committee.

He said under the decisive direction of the Party Central Committee, the Politburo and the Secretariat, led directly by Party General Secretary To Lam, the preparatory work for the upcoming congress has been completed with a spirit of renewal.

The official highlighted the integration of three reports – the political report, the socio-economic report and the Party-building report – into a single, unified political report.

Notably, for the first time, the documents are accompanied by action programmes, ensuring the Resolution can be rolled out immediately after the congress. The draft documents were circulated for public consultation, drawing nearly 14 million contributions, underscoring strong alignment between the Party’s will and public support, he said.

Tu emphasised that the quality and effectiveness of work outputs, as well as officials’ contributions, would serve as key benchmarks in evaluating, assigning and deploying personnel.

He affirmed that preparations have been largely completed, with logistical arrangements carefully put in place.

Security and safety measures have been implemented decisively and comprehensively, while information and communications efforts were rolled out early, helping reinforce confidence among officials, Party members and the public in the congress, foster unity within the Party and build broad social consensus.

Affirming that Vietnam always values the goodwill and support of international friends, the official said formal notifications have been sent to political parties and diplomatic missions have been invited to the opening and closing sessions.

On the media front, about 600 domestic journalists and nearly 80 international reporters are expected to cover the congress.

Politburo member, President of the Ho Chi Minh National Academy of Politics (HCMA), and Chairman of the Central Theory Council Nguyen Xuan Thang outlined the new features of the congress.

He said rather than focusing solely on economic institutions, the congress documents take a more comprehensive approach, extending to culture, society, people, national defence and security, foreign affairs, Party building, and the political system, he said.

On the goal of rapid and sustainable national development, he said the concept carries several new elements, notably a stronger emphasis on environmental issues. He highlighted three key pillars – economy, society and environment – alongside the role of cultural identity and political stability.

Another notable and overarching new element in the draft documents is the establishment of a clearly defined new growth model designed to adapt to major global shifts, including digital transformation, green transition, energy transition and changes in human resources.

The draft documents also set out new development perspectives related to culture and people – not only as the spiritual foundation, endogenous strength and driving force of national development – and, for the first time, underscore national defence and security, alongside foreign affairs and deeper integration, as core and ongoing priorities, Thang said./.

The documents of the upcoming 14th National Party Congress continue to reaffirm the guideline of building and defending the Fatherland under a socialist orientation amid rapid and complex international and regional developments, with particular emphasis on closely combining development with national defence, and domestic affairs with foreign affairs.

The coming 14th National Congress of the Communist Party of Vietnam (CPV) will generate new momentum, and open a new era of strong development, thus enabling the country to advance rapidly and sustainably, further enhance its international standing and improve its people’s living standards, according to Joe Sims, Co-chair of the Communist Party USA (CPUSA).

Speaking at a meeting on January 13 with Ambassador Do Hung Viet, Head of Vietnam’s Permanent Mission to the United Nations, Joe Sims expressed his pleasure and deep impression at the success of the Vietnamese revolution, and appreciated the major, comprehensive achievements the country has attained in national construction and development under the leadership of the CPV over recent decades.

He emphasised that Vietnam’s development accomplishments not only demonstrate the mettle, wisdom and correct leadership of the CPV, but also vividly attest to the vitality of the development path it has chosen.

Viet briefed the CPUSA leader and members on preparations for the 14th National Party Congress and its major orientations. He emphasised that the congress is of great significance, marking the review of 40 years of Doi moi (renewal), assessing the implementation of the Resolution of the 13th congress, and setting development goals for the next stage.

He noted that the documents of the upcoming congress continue to reaffirm the guideline of building and defending the Fatherland under a socialist orientation amid rapid and complex international and regional developments, with particular emphasis on closely combining development with national defence, and domestic affairs with foreign affairs.

On foreign policy, the diplomat reiterated that Vietnam remains steadfast in its foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralisation and diversification of external relations, and the consistent pursuit of national interests in accordance with the fundamental principles of international law and the UN Charter.

He highlighted that in the new context, the draft 14th congress documents are expected to supplement important new content with breakthrough guiding viewpoints on foreign affairs and international integration, notably the view of strengthening national defence and security, and promoting foreign affairs and international integration are key and regular tasks.

Exchanging views on the international situation and developments in their respective countries, particularly pressing peace and security issues, the two sides shared common positions in upholding international law, multilateralism, and the role of the United Nations.

They stressed the importance of promoting voices for peace, cooperation and sustainable development, and agreed that strengthening connections among progressive forces, the labour movement, and peace movements is of practical significance in consolidating social foundations and supporting international cooperation and respect for the principles of the UN Charter.

On this occasion, the CPUSA Co-chair presented the Vietnamese ambassador with a congratulatory letter addressed to the 14th National Congress of the CPV, extending the sentiments of friendship and solidarity and expressing a desire to strengthen exchanges and cooperation between the two parties.

Viet affirmed that Vietnam attaches importance to and wishes to further develop friendship and cooperation with the CPUSA, viewing this as an important channel for deepening mutual understanding and friendship between the two countries’ people.

He proposed the CPUSA coordinate in providing documents, photos and historical memorabilia related to relations between the two parties to support Vietnam’s collection and exhibition efforts in the process of building the Museum of the Communist Party of Vietnam, toward the CPV’s 100th founding anniversary.
