Prime Minister Initiates Measures to Enhance Human Resources Training in Semiconductor, AI, and Cloud Computing

Prime Minister Pham Minh Chinh has issued directives to enhance the training of high-quality human resources in the semiconductor, artificial intelligence (AI), and cloud computing sectors, with the goal of advancing these industries.

In Dispatch No. 83/CD-TTg, the Prime Minister instructed ministers, heads of ministry-level and State agencies, and chairpersons of People’s Committees in centrally-run cities and provinces to focus on effectively implementing several key initiatives.

The Minister of Education and Training (MoET) was tasked with directing public and private tertiary education institutions to establish specialized units—such as schools, faculties, and departments—focused on training and research in these target industries. The MoET is also expected to guide these institutions in reviewing and updating their training programs, developing training plans for lecturers, researchers, and students in semiconductor microchips, AI, and cloud computing, and enhancing the application of technologies, especially AI, in teaching and learning. Additionally, the ministry should foster cooperation with businesses, universities, and research institutes, both domestically and internationally, in these fields.

The MoET has been directed to promptly develop and submit to the Prime Minister a project for cultivating high-quality human resources in high-tech sectors and foundational industries. This includes a specific directive on promoting training for semiconductor microchip manufacturing, AI, and cloud computing.

The Minister of Planning and Investment was requested to submit a project to the Prime Minister outlining the development of human resources for the semiconductor industry through 2030, with a vision extending to 2050. This project should include plans for AI and cloud computing development, as well as the formation and expansion of innovation ecosystems, centers, and networks in these fields.

The Minister of Science and Technology was assigned the task of prioritizing scientific research programs related to semiconductor microchip manufacturing, AI, and cloud computing, in conjunction with the training of talents, experts, and scientists in universities. This ministry will also work with relevant ministries and sectors to develop mechanisms and policies aimed at attracting talent from abroad and from other industrial sectors to work and teach in Vietnam’s universities.

The Prime Minister also instructed the Minister of Information and Communications to submit a development strategy for Vietnam’s semiconductor industry until 2030, with a vision to 2050. This strategy should include plans for building large-scale data computing centers to support higher education institutions in training high-quality human resources in semiconductor microchips, AI, and cloud computing.

Ministers, heads of ministerial-level agencies, and government agencies that manage higher education institutions were urged to direct and support these institutions in developing high-quality human resource training in the specified fields. Meanwhile, chairpersons of the People’s Committees in centrally-run cities and provinces were asked to actively attract investment for the development of semiconductor, AI, and cloud computing ecosystems, and to promote collaboration between government entities, educational institutions, and businesses in these areas.

Deputy Prime Minister Le Thanh Long has been appointed to oversee the implementation of these directives.
